Greg Ballard, former Republican mayor of Indianapolis (2008–2016), announced on March 4, 2026, that he is running for Indiana secretary of state as an independent.  He cited growing political toxicity and partisan influence in elections as key reasons for his campaign, stating, “When politics becomes this toxic, it’s essential to have an independent voice overseeing our elections.” 

Ballard’s candidacy positions him as a nonpartisan alternative in a race that includes incumbent Republican Diego Morales and Democratic challenger Beau Bayh.  He criticized Morales for engaging in “partisan politics” and emphasized that the secretary of state’s office should focus on “safeguarding the integrity and professionalism of our elections.” 

Ballard’s platform includes eliminating straight-ticket voting, publishing a statewide voter guide to boost turnout, and ensuring the office supports local election officials without political interference. He also highlighted his track record as mayor—balancing budgets during the Great Recession and delivering infrastructure improvements—while noting he governed as a Republican but “for everyone.” 

To appear on the ballot, Ballard must collect approximately 37,000 signatures, a challenge he says he’s prepared to meet despite limited initial funding. Recent polling from late 2025 shows him trailing Bayh and Morales but competitive, with strong support among younger voters.

🚨 BREAKING: PA SUPREME COURT RULES ON CAST VOTE RECORDS 🚨

And it just changed the conversation on election transparency in Pennsylvania.

⚖️ The Pennsylvania Supreme Court has ruled:

👉 Cast Vote Records (CVRs) are PUBLIC RECORDS

🧩 What does that mean?

CVRs are the digital records created by voting machines—
basically a line-by-line record of how ballots were counted.

✔️ No voter names
✔️ No personal identity
✔️ Just the data

🔥 The fight was this:

The Commonwealth Court of Pennsylvania said:

“These are basically ballots → keep them secret”

The Supreme Court said:
“No. These are machine-generated records → they can be public”

💥 Translation:

➡️ Ballots = private
➡️ Data about ballots = public (in many cases)

That distinction just set a statewide precedent.

⚠️ Don’t miss this:

This doesn’t mean a total data dump with zero limits—
but it DOES mean the door to transparency just opened.

🧠 Why this matters:

✔️ Independent analysis becomes possible
✔️ More accountability in how votes are counted
✔️ Courts just drew a line in favor of public access to election data

💬 Bottom line:

For the first time at this level,
Pennsylvania’s highest court has said:

👉 Election data ≠ ballots
👉 And the public has a right to see it
