We all have a bad experience with it.
It happens sometimes after system updates, factory reset, even after just power off/rebooting the phone.
How to fix the error:
One more time again reboot the device
If it's stays like that then go to settings then app management now find Media picker(Media previously after November 23 security updates it has been renamed to Media picker)
Now clear all data of Media picker
(After cleaning all data the system will stuck for a couple of seconds)
In my case I succeed 3+ times to recover all data without PC or any third parties help.
