It appears that Iran has not only implemented a Continuity of Government protocol, but something that bears similarity to Jon Herold's Devolution Theory.
Back in early August, in response to the 12-Day War, Iranian media--quoting the Secretariat of the Supreme National Security Council—that the leadership had approved the establishment of the National Defense Council within the framework of Article 176 of the Iranian Constitution.
A report from September stated: "Iranian Deputy Interior Minister for Security and Law Enforcement and National Security Council (NSC) Secretary Ali Akbar Pour Jamshidian stated on September 27 that the Supreme National Security Council (SCNC) had directed all Iranian military and civilian officials to designate several successors to ensure continuity of governance in the event of leadership disruption."
Other reports from Iranian media around this time advised that there could be structural changes to the Supreme National Security Council, with a focus on the "separation of defense and security affairs from each other." The report emphasized that efforts were being to rebuild the intelligence and security institutions.
The Financial Times of London is now reporting on these developments, affirming that President Pezeshkian has "devolved" the authority of the central government to the governors of the 31 provinces that make up the country, permitting them to pursue "imports without foreign currency" through unconventional trade methods (such as bartering) and allowing them to bypass normal bureaucratic procedures.
We now have a pattern emerging of President Trump ostensibly picking fights with countries that then implement COG protocols in order to thwart regime change insurgency operations, suggesting that the target countries are actually working with Trump behind the scenes.

For Mali, Refining Gold Domestically is a Matter of Economic Sovereignty: Analyst
The absence of a gold refinery in Mali “for years” was “truly a catastrophe,” the president of the Malian Association for the Promotion of Mineral Resources told Sputnik Africa.
Djibril Diallo explained that gold is always accompanied by by-products such as palladium, copper, or platinum. “But unfortunately, if you export it in its raw state, you lose all of those products.”
According to him, “as long as we continue to export in the raw state, not only will we fail to control actual production, but we will also fail to control the financial flows it generates.”

“What prevented the State from establishing a refinery for years and years? Personally, I haven’t found an explanation. I tell myself it was a lack of political will, and also a lack of strategic vision,” he pointed out.
According to him, “as long as we continue to export in the raw state, not only will we fail to control actual production, but we will also fail to control the financial flows it generates.”
“So it was truly strategic for Mali to reach an agreement with Russia, a long-standing partner in many sectors, in order to establish this gold refinery.”

They literally can't figure out what Trump is trying to achieve, and that's the point. He has taken the very serious soap opera that is politics and turned it into a professional wrestling soap opera, and the people still operating in the previous paradigm can't make sense of the new script's plotline. They genuinely think that he is a dog chasing cars in traffic, and changing his mind with each passing day on what he is going to do, or whether he likes Putin/Zelensky/Xi.
They don't think he operates with a master plan or vision, despite a prolific career in real estate development that requires both of those things.
That's called "The Fog of War."
