As I shared back in February about importing passwords from CSV files in the Google Password Manager, the change will roll out to everyone with Play Service v24.12
Google just pushed a beta update for 24.12, so stable version is also near for release.

Seems like Google has started rolling the Find My Network with Google Play Service beta version 24.12.14
It's enabled for me without turning on any kind of flags. Check and report if you have it enabled with the same beta version.
(Got hit after hitting the GMS update on a freshly installed custom ROM, it wasn't there before)
