يعتمد إرساء النظام على سن قانون عالمي. هذا ما دعت إليه الأديان ، وهذا ما نهضه الأنبياء من الأيام الخوالي ليحققوه ، وهدروا ، وبالتالي سعىوا إلى إنارة الظلام.
