turns out, i had vtservice missing too. Adding it fixes vilte, wfo (vowifi) and IMS setup on boot completely :D

Fixed. All loading from /data/extra! The namespace is now capable of extending system priv-app, app, media, sysconfig, permissions and framework. (Obv, frameworks must be declared in XMLs, other than the boot frameworks and other than the ones AOSP hard-codes for itself to load and use)
