🎙 Foreign Minister Sergey Lavrov’s reply to a question from "Uzbekistan-24" TV Channel

💬 Today, President of Uzbekistan Shavkat Mirziyoyev and I discussed the entire range of issues in the agreements between he and President Vladimir Putin which were reached during the President of Uzbekistan’s visit to Russia last year and during their subsequent telephone conversations 🇷🇺🇺🇿

Participation in multilateral associations like the #CIS and the Shanghai Cooperation Organisation (SCO) are a special area of bilateral cooperation. For obvious reasons, we spoke at length about the preparations for the #SCO summit in Samarkand next September.

Naturally, #Afghanistan 🇦🇫 will be prominent in our discussions. As in the past, Tashkent will again be the capital for special international meetings to discuss Afghanistan-related issues and the implications for the neighboring countries.

Main Foreign Policy Outcomes of 2022⚡️

The year 2022 saw history-making events, such as the emergence of a new international reality, and became a turning point for Russia’s foreign policy.

👉 The recognition of the Donetsk & Lugansk People’s Republics, the start of the Special Military Operation in accordance with Article 51 of the UN Charter, the referendums held in the DPR & LPR and the liberated territories of the Zaporozhye & Kherson regions and their subsequent integration into Russia – these events will forever go down in the history of Russia.

They put an end to 30 years of Russia’s honest attempts to develop equitable relations with the collective West.

✍️ Russia & other like-minded countries adopted a political declaration in support of the inviolability of the UN Charter.

✍️ An overwhelming majority of states members of the UN GA approved the annual Russia-initiated resolution on combating the glorification of Nazism.

✍️ At Russia’s initiative, the Joint Statement of the Leaders of the 5 Nuclear-Weapon States on Preventing Nuclear War & Avoiding Arms Races was adopted in January 2022.

International cooperation within the framework of the #EAEU, #SCO & #BRICS made rapid headway.

Allied relations with Belarus continued to grow stronger.

Several major initiatives have been implemented within the framework of the #CIS aimed at strengthening integration ties in all spheres of the organisation’s activities.

The mechanisms of the #CSTO operated efficiently.

Russian diplomats have significantly stepped up efforts to achieve the peaceful settlement of international conflicts. Russia extensively supported stabilising the situation in Afghanistan. Russia has promoted a complex approach to the Syrian dossier, including within the Astana format. We have promoted comprehensive normalisation of the relations between Azerbaijan and Armenia.

We have successfully developed ties with our many international partners who are interested in maintaining a constructive dialogue with Russia.

🌐 Today is International Day of Multilateralism and Diplomacy for Peace.

On December 12, 2018, the UN General Assembly passed a resolution A/RES/73/127 on marking this day. The document notes that the International Day aims to promote UN values and to reaffirm the trust of the world’s nations in the goals and principles of the UN Charter.

🇷🇺🇺🇳 Russia is invariably committed to the policy of upholding multilateralism and the UN’s leading role in global affairs and is actively involved in efforts to overhaul the UN and to adapt it to new international realities.

This is particularly topical today when a narrow group of states advancing the rules-based order concept exerts unprecedented pressure on the UN and other multilateral institutions.

✍️ Under the Russian Foreign Policy Concept, approved on March 31, 2023, Russia intends to prioritise efforts to reinstate the UN’s role as a central coordination mechanism in coordinating the interests of UN member states.

At the same time, one of the main aims of national foreign policy is to strengthen the potential of multilateral regional associations and integration organisations involving Russia. For example, this refers to measures to enhance the international role of #BRICS, the #SCO, the #CIS, the #EAEU, the #CSTO, #RIC and other interstate associations and international organisations, as well as mechanisms with significant Russian involvement.

Today, on April 24, FM Sergey Lavrov will take part in one of the key events of Russia’s presidency of the UN Security Council, specifically, the open debate on "Effective multilateralism through the defence of the principles of the Charter of the United Nations." The debate will be streamed live on all our feeds.

Key talking points:

🌐 Today, the movement towards global multipolarity is a fact, a geopolitical reality.

☝️ We see new global centres, primarily in Eurasia, the Asia-Pacific region, the Middle East, Africa, and Latin America, grow and achieve impressive success in various fields relying on their independence, state sovereignty and cultural and civilisational identity.

• We are witnessing the continued transformation of the structure of international relations. A striking example of multipolar diplomacy is the work of multilateral associations of a new type such as the SCO and BRICS.

❗️ It makes perfect sense that Washington and its satellites’ efforts to reverse the course of history and make the international community live according to the “rules-based order” they invented are failing. I will mention only one of them, the Westerners’ policy to isolate Russia.

• In today's multipolar world, in the face of cross-border challenges and threats, the only reasonable alternative to confrontation (those who initiate confrontations will lose, too) is to combine the efforts of key global centres on the principles of the UN Charter, including respect for the sovereign equality of states ensured in practice. Everyone needs to recognise the irreversibility of the emergence of a more equitable polycentric international system.

🎙 Foreign Minister Sergey Lavrov’s opening remarks at talks with Foreign Minister of Belarus Sergey Aleinik (Moscow, May 17, 2023)

💬 We are glad to welcome you to Moscow.

This is your first visit to the Russian Federation after taking the office of Foreign Minister of the Republic of Belarus.

Today we have a busy agenda. Our countries are working on increasing the defence capacity on the western borders of the Union State, upholding justice in international relations, and asserting the inadmissibility of double standards in approaches to ensuring security in Europe.

☝️ The security architecture on the European continent is being actively destroyed by our Western neighbours. All the more important is coordination on the foreign policy front, which we carry out on the basis of two-year plans.

We will discuss the roles and tasks our ministries are facing in supporting the union state building, the implementation of the 28 union programmes, the provision of foreign political stewardship of the trade and economic cooperation, our actions at the #UN, #OSCE, #CIS, #CSTO, and #EAEU, as well as the strengthening of the Union State as the core of integration processes in the post-Soviet space.

🇷🇺🇹🇯 It is symbolic that we meet in the year of the 30th anniversary of the Treaty of Friendship, Cooperation and Mutual Assistance. Last year we celebrated 30 years of diplomatic relations.

Since then, we have established a solid legal framework: more than 200 interstate and intergovernmental agreements have been signed. There are strong ties between the businesses of the two countries. More than 70 Russian regions are involved in expanding business cooperation with our Tajikistani friends.

Of course, we conduct political dialogue and have regular contacts at the level of heads of government. We were delighted to host President Emomali Rahmon on the occasion of the 78thanniversary of Victory Day on May 9. As you rightly said, Prime Minister Mikhail Mishustin visited Tajikistan in March, when important talks took place. Just tomorrow, a series of events under the #CIS and the #EAEU aegis will open in Sochi, to be attended by Prime Minister of the Republic of Tajikistan Kokhir Rasulzoda.

🤝 We appreciate the attitude towards the Russian language displayed by the presidents and our Tajikistani friends working in culture and education. Russian universities are opening their branches here. The Russian-Tajik (Slavonic) University is working successfully. Last year, we hosted Days of Tajikistan in Russia. This year, we are preparing to hold Days of Russia in Tajikistan.

In international affairs, we participate fruitfully in the CIS, #SCO, CA+Russia, #UN, #CSTO and many other formats. We expect to hold useful talks today.

🛡 #OTD 22 years ago, the Shanghai Cooperation Organisation (#SCO) was founded - a multilateral association aimed at ensuring peace, security and stability and jointly countering new security challenges and threats to member states.

Today, the SCO is made up of eight countries: its founding members – Russia, China, Kazakhstan, Tajikistan, Kyrgyzstan and Uzbekistan – as well as India and Pakistan, which joined in 2017. Iran is also expected to become a full SCO member at the upcoming summit (July 3-4, New Delhi).

In June 2002, the organisation's member states signed the Treaty on Long-Term Good-Neighbourliness, Friendship and Cooperation that cemented the SCO's focus on the positive promotion of multidimensional cooperation and its non-targeting of third countries and organisations. Today the SCO continues to firmly rule out bloc, ideological and confrontational approaches to solving international and regional development problems.

🤝 One of the most important areas of SCO activity is joint efforts to combat terrorism, extremism, drug trafficking and transnational organised crime. The SCO Regional Anti-Terrorist Structure operates in Tashkent on a permanent basis to ensure effective cooperation between the competent authorities of the member states in these areas.

🌐 The SCO's legal framework for relations with the United Nations and its agencies continues to expand. Partnerships have been established with the #CIS, #CSTO, #EEC, #ASEAN and a number of other multilateral associations that share similar principles of constructive development.

🇷🇺🇧🇾 Today, Belarus, a state linked to Russia by centuries of fraternal friendship and bonds of mutual assistance, is marking Independence Day.

#OnThisDay in 1944, Minsk was liberated from Nazi German invaders and occupants as a result of well-coordinated Red Army operations. Fighting shoulder to shoulder, our nations made a decisive contribution to the Victory over Nazism.

Today, Russian-Belarusian relations are those of strategic partnership and alliance. Together, our countries continue to overcome serious difficulties and defend their interests on the international scene. They collaborate closely in the field of military and military-technical cooperation and in ensuring collective security.

Moscow and Minsk jointly streamline various institutions of the Union State and promote integration projects in the Eurasian region. Our countries voice common or similar positions on many international issues and cooperate closely in the #CSTO, the #EAEU, the #CIS, the #UN, the #OSCE and other international and regional organisations.

🤝 We congratulate the fraternal people of Belarus on the national holiday. We wish them well-being and prosperity.

🇷🇺🇰🇿🇰🇬🇹🇯🇹🇲🇺🇿 On November 17, Foreign Minister Sergey Lavrov met with the ambassadors of the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan, who are accredited in Moscow.

During the meeting, the sides evaluated Russia’s bilateral interaction with each Central Asian state, as well as within the framework of common international associations, including the #CIS, the #EAEU, the #CSTO and the #SCO. The sides were satisfied with the stable trade and economic relations, expanding trade volumes, and close science and education, cultural and humanitarian ties.

🤝 They emphasised their mutual commitment to creating favourable conditions for the sustainable development of our strategic partnership across the board, including security and regional stability.

On a separate note, the parities reviewed cooperation in the Central Asia5 + Russia format and the implementation of the results of this mechanism’s first summit, held on October 14, 2022 in Astana. They devoted considerable attention to the development of research and practical cooperation in water management, including efforts to address the environmental problem in the Aral Sea region.

🎙 President of Russia Vladimir Putin took part in a Plenary Session of the Collective Security Council of the Collective Security Treaty Organisation (CSTO) in Minsk.

💬 President Putin: The Belorusian chairmanship and the team of all states taking part in this session have conducted active work throughout the year. This work facilitated the consolidation of our allied ties in the CSTO on the principles of respect, consideration of each other’s interests and support.

In this way, the CSTO member-countries in effect promoted the CSTO’s key role as a regional defensive structure responsible for the maintenance of peace and stability in the vast Eurasian space.

☝️ Importantly, this year the CSTO has also developed its contacts with our natural partners, including the Shanghai Cooperation Organisation (#SCO) and the #CIS.

I would like to make a special mention of our joint efforts to improve the collective rapid deployment forces, aviation and the CSTO peacekeeping forces. A number of measures have been taken to maintain combat readiness, enhance the command and control system and provide more training for military personnel.

We have consistently promoted cooperation between our security services and law enforcement bodies. Notably, the CSTO is continuing its Operation Mercenary aimed at preventing the recruitment of citizens of our countries and blocking the channels of their exit for participation in international terrorist groups.

We implemented together a package of measures on countering extremism, cross-border crime, illegal migration and drug trafficking.

The CSTO Coordination Council on Biological Security has launched its work. It has focused on preventing threats linked with the development and use of biological weapons and ensuring radiation, chemical and medical protection.

💬 Vladimir Putin: The Russian Foreign Ministry rightfully takes pride in its rich history and glorious traditions. Throughout history, its employees have honourably protected the interests of the Motherland in the international arena despite any difficulties and challenges.

In the current geopolitical landscape, amidst a hybrid war unleashed against us and attempts by the collective West to isolate Russia and undermine its security, the Foreign Ministry faces difficult and responsible tasks.

Russian diplomacy aims to make a significant contribution to creating favourable external conditions for our country’s dynamic development, fostering effective cooperation with foreign partners, and promoting a positive agenda in international relations. It also seeks to strengthen the unity of the global majority – of countries in Asia, the Middle East, Africa, and Latin America – in order to build a just multipolar world order based on true equality, mutual respect, and universally recognised norms of international law.

❗️ Efforts to enhance cooperation with #CIS countries, expand the integration process within the #EAEU, and strengthen ties within the #CSTO and the Union State remain a top priority. Special attention should be given to the proper implementation of tasks and responsibilities during Russia’s chairmanship of the CIS and of the expanded #BRICS association.

Undoubtedly, there is significant need for efforts aimed at uniting the multinational and multi-religious Russian community through supporting our compatriots abroad, promoting the Russian language and showcasing national cultural and scientific achievements, as well as countering attempts to falsify history and revise the outcomes of World War II.

I am confident that staff members at the Ministry’s head office and foreign missions will continue to work with utmost dedication, creativity, and initiative.

🎙 Statement by Foreign Minister Sergey Lavrov during the UN Security Council meeting on multilateral cooperation in the interest of a more just, democratic and sustainable world order (New York, July 16, 2024)

💬 The actions of the US and its allies are hindering international cooperation and the creation of a more just world. They have taken countries and regions hostage, prevent nations from realising their sovereign rights declared in the UN Charter

I am confident that this situation can be changed if there is good will, of course. To stop the implementation of a negative scenario, we would like to propose to discuss a number of steps towards restoring trust and stabilising the international situation.

1. The root causes of the ongoing crisis in Europe should be eliminated once and for all. The conditions for restoring stable peace in Ukraine have been put forth by President of Russia Vladimir Putin.

A political and diplomatic settlement should be complemented with practical steps, to be taken in the West and the Euro-Atlantic community, to remove threats to the Russian Federation. The coordination of mutual guarantees and agreements should be based on the recognition of the new geostrategic realities on the Eurasian continent, where a continental architecture of really equal and indivisible security is taking shape. Europe risks lagging behind this objective historical process. We are ready to discuss a balance of interests.

2. The restoration of the regional and global balance of forces should be accompanied with active efforts to eliminate injustices in the global economy. There must be no monopoly in monetary and financial regulation, trade and technologies, by definition. <...>

3. Major fundamental changes are necessary in other institutes of global governance if we want them to work to the benefit of all. This primarily concerns the United Nations Organisation, which remains the embodiment of multilateralism against all the odds, with unique and universal legitimacy and universally recognised broad competencies.

An important step towards the restoration of the UN’s effectiveness would be the reconfirmation by all Member States of their commitment to the principles of the UN Charter, not selectively but in their entirety and as a whole. <...>

4. Regional associations have practical significance for the development of multipolarity, including the #CIS, the #CSTO, the #EAEU, #ASEAN, the Gulf Cooperation Council (#GCC), the Arab League, the African Union and #CELAC. <...>.
