Main Foreign Policy Outcomes of 2022⚡️

The year 2022 saw history-making events, such as the emergence of a new international reality, and became a turning point for Russia’s foreign policy.

👉 The recognition of the Donetsk & Lugansk People’s Republics, the start of the Special Military Operation in accordance with Article 51 of the UN Charter, the referendums held in the DPR & LPR and the liberated territories of the Zaporozhye & Kherson regions and their subsequent integration into Russia – these events will forever go down in the history of Russia.

They put an end to 30 years of Russia’s honest attempts to develop equitable relations with the collective West.

✍️ Russia & other like-minded countries adopted a political declaration in support of the inviolability of the UN Charter.

✍️ An overwhelming majority of states members of the UN GA approved the annual Russia-initiated resolution on combating the glorification of Nazism.

✍️ At Russia’s initiative, the Joint Statement of the Leaders of the 5 Nuclear-Weapon States on Preventing Nuclear War & Avoiding Arms Races was adopted in January 2022.

International cooperation within the framework of the #EAEU, #SCO & #BRICS made rapid headway.

Allied relations with Belarus continued to grow stronger.

Several major initiatives have been implemented within the framework of the #CIS aimed at strengthening integration ties in all spheres of the organisation’s activities.

The mechanisms of the #CSTO operated efficiently.

Russian diplomats have significantly stepped up efforts to achieve the peaceful settlement of international conflicts. Russia extensively supported stabilising the situation in Afghanistan. Russia has promoted a complex approach to the Syrian dossier, including within the Astana format. We have promoted comprehensive normalisation of the relations between Azerbaijan and Armenia.

We have successfully developed ties with our many international partners who are interested in maintaining a constructive dialogue with Russia.

Regional tracks of the foreign policy of Russia: Africa

🇷🇺 Russia stands in solidarity with the African states in their desire for a more equitable polycentric world and elimination of social and economic inequality, which is growing due to the sophisticated neo-colonial policies of some developed states towards Africa.

☝️ Russia intends to support further the establishment of Africa as a distinctive and influential centre of world development, giving priority to:

1) supporting the sovereignty and independence of interested African states, including through security assistance, inter alia food and energy security, as well as military and military-technical cooperation;

2) assistance in resolving and overcoming the consequences of armed conflicts in Africa, especially inter-ethnic and ethnic ones, advocating the leading role of African states in these efforts, based on the principle "African problems – African solution";

3) strengthening and deepening Russian-African cooperation in various spheres on a bilateral and multilateral basis, primarily within the framework of the African Union and the #RussiaAfrica Partnership Forum;

4) increasing trade and investment with African states and African integration structures (primarily the African Continental Free Trade Area, the African Export-Import Bank and other leading subregional organizations), including through the #EAEU;

5) promoting and developing links in the humanitarian sphere, including scientific cooperation, training of national personnel, strengthening health systems, providing other assistance, promoting intercultural dialogue, protecting traditional spiritual and moral values, and the right to freedom of religion.

🌐 Today is International Day of Multilateralism and Diplomacy for Peace.

On December 12, 2018, the UN General Assembly passed a resolution A/RES/73/127 on marking this day. The document notes that the International Day aims to promote UN values and to reaffirm the trust of the world’s nations in the goals and principles of the UN Charter.

🇷🇺🇺🇳 Russia is invariably committed to the policy of upholding multilateralism and the UN’s leading role in global affairs and is actively involved in efforts to overhaul the UN and to adapt it to new international realities.

This is particularly topical today when a narrow group of states advancing the rules-based order concept exerts unprecedented pressure on the UN and other multilateral institutions.

✍️ Under the Russian Foreign Policy Concept, approved on March 31, 2023, Russia intends to prioritise efforts to reinstate the UN’s role as a central coordination mechanism in coordinating the interests of UN member states.

At the same time, one of the main aims of national foreign policy is to strengthen the potential of multilateral regional associations and integration organisations involving Russia. For example, this refers to measures to enhance the international role of #BRICS, the #SCO, the #CIS, the #EAEU, the #CSTO, #RIC and other interstate associations and international organisations, as well as mechanisms with significant Russian involvement.

Today, on April 24, FM Sergey Lavrov will take part in one of the key events of Russia’s presidency of the UN Security Council, specifically, the open debate on "Effective multilateralism through the defence of the principles of the Charter of the United Nations." The debate will be streamed live on all our feeds.

🌐 Today, the movement towards global multipolarity is a fact, a geopolitical reality.

☝️ We see new global centres, primarily in Eurasia, the Asia-Pacific region, the Middle East, Africa, and Latin America, grow and achieve impressive success in various fields relying on their independence, state sovereignty and cultural and civilisational identity.

• We are witnessing the continued transformation of the structure of international relations. A striking example of multipolar diplomacy is the work of multilateral associations of a new type such as the SCO and BRICS.

❗️ It makes perfect sense that Washington and its satellites’ efforts to reverse the course of history and make the international community live according to the “rules-based order” they invented are failing. I will mention only one of them, the Westerners’ policy to isolate Russia.

• In today's multipolar world, in the face of cross-border challenges and threats, the only reasonable alternative to confrontation (those who initiate confrontations will lose, too) is to combine the efforts of key global centres on the principles of the UN Charter, including respect for the sovereign equality of states ensured in practice. Everyone needs to recognise the irreversibility of the emergence of a more equitable polycentric international system.

💬 We are glad to welcome you to Moscow.

This is your first visit to the Russian Federation after taking the office of Foreign Minister of the Republic of Belarus.

Today we have a busy agenda. Our countries are working on increasing the defence capacity on the western borders of the Union State, upholding justice in international relations, and asserting the inadmissibility of double standards in approaches to ensuring security in Europe.

☝️ The security architecture on the European continent is being actively destroyed by our Western neighbours. All the more important is coordination on the foreign policy front, which we carry out on the basis of two-year plans.

💬 Cooperation continues to strengthen within the #EAEU, which is consistently asserting itself as one of the independent and self-sufficient centres of the emerging multipolar world.

🔹 Our continuing efforts to build integration dictate the need to strengthen, develop and modernise the supranational tools and institutions we have created, primarily the Economic Commission, which must be able to provide quick and proper responses to changes around the world and to make professional decisions aimed at protecting our common interests and promoting mutually beneficial integration.

☝️ The EAEU should expand relations with countries that are seeking equal and mutually beneficial partnership. I am talking about our partners in Asia, the Arab world, Africa, and Latin America. I mean cooperation with multilateral associations like the CIS, the SCO, BRICS and other associations.

🔹 It is important to continue to form free trade areas with interested countries and, among other things, to encourage them to jointly use the international transaction infrastructure available to the five member-countries in national currencies and the digital currencies of the central banks.

Key points:

🔹 International relations are going through truly crucial and tectonic shifts. The idea of one country or even a group of countries dominating the world has sunk into oblivion.

🔹 The countries from the Global South and the Global East are primarily guided by their core national priorities rather than the self-serving interests of former colonial powers and are consistently strengthening their positions right before our eyes. Multilateral diplomacy is part of the general trend as well. The democratisation of international life is facilitated by associations of a new type, such as the #SCO, #BRICS, and the #EAEU. In the long run, all of that should bring about a more balanced, sustainable, and inclusive international order.

🔹 In an attempt to achieve global domination, Washington and its satellites do not hesitate to use any means ranging from unilateral sanctions to media wars.

🔹 The Western elites seek to internationalise these “rules”, which no one has ever seen and which, by definition, cannot be legally binding. Their goal is clear and it is to destroy the existing international legal system and to hold back the development of new world centres in the hope of being able to stick to their colonial policies as they continue to deal with their issues at other countries’ expense.

🔹 Russia, the largest Eurasian and Euro-Pacific power and one of the world’s leading centres, has consistently advocated the consolidation of the international community in countering pressing security challenges.

🇷🇺🇹🇯 It is symbolic that we meet in the year of the 30th anniversary of the Treaty of Friendship, Cooperation and Mutual Assistance. Last year we celebrated 30 years of diplomatic relations.

Since then, we have established a solid legal framework: more than 200 interstate and intergovernmental agreements have been signed. There are strong ties between the businesses of the two countries. More than 70 Russian regions are involved in expanding business cooperation with our Tajikistani friends.

Of course, we conduct political dialogue and have regular contacts at the level of heads of government. We were delighted to host President Emomali Rahmon on the occasion of the 78thanniversary of Victory Day on May 9. As you rightly said, Prime Minister Mikhail Mishustin visited Tajikistan in March, when important talks took place. Just tomorrow, a series of events under the #CIS and the #EAEU aegis will open in Sochi, to be attended by Prime Minister of the Republic of Tajikistan Kokhir Rasulzoda.

🤝 We appreciate the attitude towards the Russian language displayed by the presidents and our Tajikistani friends working in culture and education. Russian universities are opening their branches here. The Russian-Tajik (Slavonic) University is working successfully. Last year, we hosted Days of Tajikistan in Russia. This year, we are preparing to hold Days of Russia in Tajikistan.

In international affairs, we participate fruitfully in the CIS, #SCO, CA+Russia, #UN, #CSTO and many other formats. We expect to hold useful talks today.

🎙 Foreign Minister Sergey Lavrov’s remarks at the 46th meeting of the Council of Ministers of Foreign Affairs of the BSEC Member States (June 13, 2023)

Key talking points:

🔹 Over its thirty-year-long history, the BSEC has established itself as a sought-after mechanism that forms regional identity and opportunities for sustainable development and prosperity in the Greater Black Sea region.

🔹 The coronavirus pandemic, disruptions in global supply chains, energy transition, and digital transformation dictate the need to increase the regional dimension in the global economy. It is important for the BSEC to adapt to rapidly changing realities.

🔹 It is advisable to emphasise the role of the Black Sea region as an independent economic centre, its growing importance in trade, transport, energy, digitalisation, food security, education, and emergency response, as well as in improving the reliability of the banking and financial sectors.

🔹 The multipolar global economic system is opening up opportunities for the region to acquire importance in its own right in the context of the objective process of forming the Greater Eurasian Partnership with the participation of the members of the #EAEU, #ASEAN, the #SCO and all other countries of our common continent.

🔹 Regrettably, the trend towards artificial politicisation of the working processes in the BSEC and its Parliamentary Assembly continues unabated which represents a major obstacle to tapping the rich economic potential of the Black Sea region and undermines the atmosphere of dialogue and trust.

🔹 The world needs Russian fertilisers and wheat no less than it needs Ukrainian fodder grain that is produced by American corporations and bought at dirt-cheap prices by Europeans who are hypocritically hiding behind humanitarian slogans.

🔹 Despite the artificially created difficulties, I would like to hope that the BSEC will continue to enjoy high demand as a platform to discuss ways to ensure growth and prosperity in the Black Sea region.

🎓 The Eurasian Economic Union (EAEU) aims to further deepen scientific integration

Mikhail Myasnikovich
, Chairman of the Board of the Eurasian Economic Commission (EEC), the regulatory body of the #EAEU, and Nikita Anisimov, Rector of the National Research University "Higher School of Economics" (HEC), signed a cooperation program between the EEC and the HEC for 2023-2024 on the sidelines of the St. Petersburg International Economic Forum ( #SPIEF ).

📝The document plans to:

1️⃣ Elaborate “Greater Eurasian Partnership Internship”, an academic exchange program for students, postgraduates and young scientists from the #EAEU countries;

2️⃣ Extend scientific and educational cooperation in the #EAEU;

3️⃣ Implement digital cooperation projects in the field of science and education;

4️⃣ Focus on programs to support international scientific academic mobility in the #EAEU;

🇷🇺🇧🇾 Today, Belarus, a state linked to Russia by centuries of fraternal friendship and bonds of mutual assistance, is marking Independence Day.

#OnThisDay in 1944, Minsk was liberated from Nazi German invaders and occupants as a result of well-coordinated Red Army operations. Fighting shoulder to shoulder, our nations made a decisive contribution to the Victory over Nazism.

Today, Russian-Belarusian relations are those of strategic partnership and alliance. Together, our countries continue to overcome serious difficulties and defend their interests on the international scene. They collaborate closely in the field of military and military-technical cooperation and in ensuring collective security.

Moscow and Minsk jointly streamline various institutions of the Union State and promote integration projects in the Eurasian region. Our countries voice common or similar positions on many international issues and cooperate closely in the #CSTO, the #EAEU, the #CIS, the #UN, the #OSCE and other international and regional organisations.

🎙 Foreign Minister Sergey Lavrov’s statement and answers to media questions following the Russia-ASEAN Conference

📍 Jakarta, July 13, 2023

#RussiaASEAN meeting

💬 We have held the annual Ministerial Meeting between Russia and ASEAN Member Countries once again. The meeting involved the Secretary-General of this organisation. We prioritised such aspects as high technologies, digitalisation and smart cities. We had a separate discussion of our collaboration on countering new challenges and threats. Cooperation between #ASEAN and the Eurasian Economic Union (#EAEU) is another issue.

We are expecting ASEAN representatives at the Eastern Economic Forum in Vladivostok in September 2023. We have drafted specific plans aiming to expand practical cooperation in various fields and in the interests of all participants.

On #NATO policy in the Asia-Pacific region

💬 It is true that the ASEAN approaches are now going through a serious test because of the desire of the US and its allies to replace the ASEAN-centric security architecture in the Asia-Pacific region, which took shape over decades and suited everyone until recently, with their “Indo-Pacific strategies” and NATO expansion in this region.

Japan and South Korea already told that they are willing to deploy American nuclear weapons on their territory or to acquire their own. This is a seriously dangerous trend.

#JCPOA

💬 I am not very optimistic about the prospects of resuming the JCPOA. Another point is that, along with this stalled and withered process, the Iranians and the Americans are engaged in unofficial and direct contact below the radar on normalising their relations by unblocking Iran’s seized foreign reserves in exchange for deciding the fate of certain US citizens who were charged with breaking the law in Iran.

We will only welcome any improvement in these relations. Once again, this has little to do with the JCPOA.

📅 On September 7, Russia's Foreign Minister Sergey #Lavrov attended the 18th East Asia Summit (#EAS) held in Jakarta.

During the exchange of views on the main issues on the Asia-Pacific agenda, the Minister informed his partners on Russia’s consistent approach to strengthening the architecture of equal and indivisible security in the region and ensuring its high development pace. He highlighted the importance of maintaining the mechanisms of multilateral cooperation within the framework of #ASEAN coordinates in the spirit of a constructive non-politicised dialogue and creative cooperation based on the principles of consensus, mutual respect and a balance of interests.

☝️ Sergey Lavrov pointed out the risks of militarisation in East Asia in light of NATO’s efforts to install its forces and infrastructure in the region based on the West-created bloc mechanisms for network deterrence and the promotion of #AUKUS confrontational project, which provides for the deployment of a military strategic complex with a nuclear component in the region.

He emphasised the importance of building up practical effort within the EAS framework, including the implementation of the Russian initiatives on responding to epidemic threats, developing the tourism industry, and establishing sustainable ties between volunteer organisations in the Asia-Pacific region.

🤝 The Minister reaffirmed Russia’s resolve to create a solid framework of interstate cooperation in the region through the alignment of the capabilities of multilateral mechanisms that are working in the spirit of positive co-development, including the strengthening of constructive interaction between ASEAN, #SCO and #EAEU.
