Russia outnumbers Ukraine in artillery fire by 20 to 1 in some areas, UK Defence Secretary Ben Wallace has said.
But he said allies are starting to give Ukraine the long-range artillery and rocket systems that will enable Ukrainian forces to win.
He predicted they would soon be able to make "significant progress in the east of the country".
He said training Ukrainian troops on how to use these more complex heavy weapons was also key as part of this effort. In addition, he said it was not just about numbers it was about the capability that a single western weapon system used properly could bring.
"In some areas they are out-numbered certainly in artillery tubes – 20:1 in some pockets," Mr Wallace said, speaking after a meeting of NATO defence ministers in Brussels.

The British government on Friday ordered the extradition of WikiLeaks founder Julian Assange to the United States to face spying charges — a milestone, but not the end of the decade-long legal saga.
The Home Office said in a statement that “the U.K. courts have not found that it would be oppressive, unjust or an abuse of process to extradite Mr. Assange,” and so the government had to approve the extradition.
“Nor have they found that extradition would be incompatible with his human rights, including his right to a fair trial and to freedom of expression, and that whilst in the U.S. he will be treated appropriately, including in relation to his health,” it said.
