Smart dust builds off of multiple points of CIA research decades running.
Most importantly its research into specific tonal frequencies (radio waves) and their general effect on humans.

Think of it like this.

A micro-transmitter smaller than a mote of dust embeds in a brain, and then is remotely activated through wireless tech, it communicates via a closed loop with other smart dust particles, all of which work like chain links in a giant mesh fence.

It emits an internal frequency once attached and commanded to, that can induce any sort of reaction. Anger, fear, paranoia, etc. The CIA ran multiple pools of research on this and actually admitted (via the Navy-run program at the time) back in 1985 that their goal was to develop a "kill switch" that could essentially terminate anyone at will.
The program (Project Sanguine) was cut by the Navy officially, and then quietly moved under the CIAs offices.

Julian Assange's last communication from within the Ecuadorian embassy in the UK dealt with the CIA smart dust program.
He called it evil dust that could invade the mind.
