Clarification:
It used to be that in order to be a Shriner you had to be the highest level of the York Rote or the Scottish Rite (32nd Degree Mason).
They changed the rules. Currently you only need to be a Master Mason (3rd degree Mason) before you can be considered to enter the Shriners .
