Very few banks work with hawalas because of the risk, but they are the only "safe" way to shuffle money to Somalia as Somalia has no banking system.

If there's a way to impose a financial regulation and cut off all hawala banking -- that seems to be a huge win. And should be done ASAP. Cuts off the Somalian fraud from leaving our borders.
