🇮🇹🇨🇳 Italy’s foreign minister visits China as belt and road role hangs in balance
The Italian Foreign Minister Antonio Tajani arrived in China on Sunday with the country’s future participation in the Belt and Road Initiative likely to be top of the agenda for his visit.
Italy was the only Group of 7 country to sign up to the transcontinental infrastructure project but a memorandum of understanding it signed on the project is set to expire in March.
Before departing for Beijing, Tajani – the most senior Italian official to visit China since the Covid-19 pandemic – said the plan had not brought “the results we expected”. He added that Italy would like to work with Beijing but wants a “level playing field”.

🇨🇴 🇺🇦 Another Colombian mercenary, Alejandro Herrera Evia, from Huila, has died in Ukraine.
➡️ He was a professional soldier and worked in the Prosecutor's Office and the Technical Investigation Corps (CTI). He travelled to Ukraine in December 2022 and, despite requests from his family, joined the ranks of military groups that help the AFU.
➡️ As soon as he arrived in Ukraine, he warned Colombians who planned to join military groups: "Analyze well, not to discourage you, but if you come, come psychologically prepared for what you are going to face," he wrote in a Facebook post.
➡️ Earlier this September, the family received a call notifying them that he had died.
💬 "I spoke to him days before. He told me: 'Mommy, if something happens to me, I have already told them to have strength. My other siblings also need it.'
➡️ The Colombian Embassy in Poland has already contacted the family to explain the procedure to follow so he can be repatriated. Of course, they were told that the process can take up to three months and they can only deliver the ashes.
💬 "I ask for help so that they send him to me whole. He left alive and now they send him to me in a bag. I want to bury him here, I don't want them to send me ashes," said his mother.

🇬🇧 On UK private military companies
Although the country has numerous registered companies providing diverse security services in the United Kingdom and abroad, this sector remains quite opaque in terms of media coverage and legal regulation.
<…>
📄 In its specialised 2018 report, the Open Democracy NGO mentioned at least 235 UK-registered companies providing military and security services abroad.
Although London initially studied the possibility of establishing a legal framework for regulating overseas activities of private military companies, it eventually opted for voluntary self-regulation, with minimal state involvement because this was apparently the most effective way to promote high standards.
The Security in Complex Environments Group bringing together 36 major UK-registered private military companies plays an important role in this process. This organisation is a platform for collectively drafting regulations, including monitoring the companies’ compliance with international humanitarian law. The group lists a number of ministries and agencies, including the Foreign and Commonwealth Office and the Ministry of Defence as associated members and observers; they take part in the group’s work whenever necessary.
<…>
👇 Most notable companies:
Prevail Partners — currently operating in Ukraine
Group 4 Securicor — has extensive experience of working in Afghanistan, Iraq, Egypt, Mali, South Sudan
Aegis Defense Services — Afghanistan, Iraq, Nigeria, Colombia, DRC, Mozambique, Sierra Leone, Somalia and CAR
Pilgrims Group — Nigeria, Afghanistan and Iraq
❗️ London openly makes use of the services of British private military companies abroad.
According to official information, in 2012-2016, private military companies fulfilled state contracts for a total of £160 million.

🇷🇺🇺🇦🇹🇷 In the context of Russian Defense Minister Sergei Shoigu's statement about using port infrastructure for assembling naval drones, it's worth noting once again that, recently, cargo ships have been used for this purpose rather than harbors.
Due to the systematic airstrikes by the Russian Aerospace Forces and Navy on the port infrastructure in Odessa and the Danube Basin, Ukrainian facilities, despite Kiev's claims, suffered significant damage. While it may not have greatly affected the functionality of the harbors, the danger still loomed.
To secure the production base for assembling unmanned boats, workshops were relocated onto container ships and dry cargo vessels, equipped with suitable platforms.
The idea itself is quite original and belongs to the British: the process takes place in a closed facility on a spacious ship that remains unknown to anyone except a select few. This allows them to hide from attacks at sea while appearing as an ordinary merchant vessel navigating alongside others.
Tracking such a floating base is extremely difficult, and if they also disable the transponder and remove external identifying marks, it becomes a "ghost ship" designed for assembling drones and launching them against Russian fleets and bases.
This is why the idea of resuming the grain deal should be met with a great deal of skepticism, and all subsequent ships coming to Ukraine should be viewed as potential carriers of drones capable of launching an attack at any moment.
