Written: July 1870 – May 1871
First Published: 1871 (in English and other languages, circulated widely by 1872)

Purpose:
Address to the General Council of the International Working Men’s Association, aimed at explaining the historical significance of the Paris Commune.

Content:
Explains the heroism of the Communards and their struggle.
Provides historical context: Franco-Prussian War, fall of Bonaparte, and the defeat of the Commune.
Analyzes the causes and lessons of the first workers’ government.

Structure:
Three addresses delivered by Marx (1870–1871), later compiled into the pamphlet.
Engels’ 1891 edition added Marx’s earlier addresses and a new introduction, giving fuller historical background.

Significance:
One of Marx’s most important political writings, presenting the Commune as a model of proletarian revolution and workers’ democracy.

Yes, gentlemen, the Commune intended to abolish that class property which makes the labor of the many the wealth of the few. It aimed at the expropriation of the expropriators. It wanted to make individual property a truth by transforming the means of production, land, and capital, now chiefly the means of enslaving and exploiting labor, into mere instruments of free and associated labor. But this is communism, “impossible” communism! Why, those members of the ruling classes who are intelligent enough to perceive the impossibility of continuing the present system – and they are many – have become the obtrusive and full-mouthed apostles of co-operative production. If co-operative production is not to remain a sham and a snare; if it is to supersede the capitalist system; if united co-operative societies are to regulate national production upon common plan, thus taking it under their own control, and putting an end to the constant anarchy and periodical convulsions which are the fatality of capitalist production – what else, gentlemen, would it be but communism, “possible” communism?

The historical dialectic moves forward by contradiction, and establishes in the world the antithesis of every necessity. Bourgeois class domination is undoubtedly an historical necessity, but, so too, the rising of the working class against it. Capital is an historical necessity, but, so too, its grave digger, the socialist proletariat. Imperialist world domination is an historical necessity, but, so too, its destruction by the proletarian international. Step for step there are two historical necessities in conflict with one another. Ours, the necessity of socialism, has the greater stamina. Our necessity enters into its full rights the moment that the other - bourgeois class domination – ceases to be the bearer of historical progress, when it becomes an obstacle, a danger to the further development of society. The capitalist world order, as revealed by the world war, has today reached this point.

No social order ever perishes before all the productive forces for which there is room in it have developed; and new, higher relations of production never appear before the material conditions of their existence have matured in the womb of the old society itself. Therefore mankind always sets itself only such tasks as it can solve; since, looking at the matter more closely, it will always be found that the tasks itself arises only when the material conditions of its solution already exist or are at least in the process of formation.

In broad outlines Asiatic, ancient, feudal, and modern bourgeois modes of production can be designated as progressive epochs in the economic formation of society. The bourgeois relations of production are the last antagonistic form of the social process of production — antagonistic not in the sense of individual antagonisms, but of one arising from the social conditions of life of the individuals; at the same time the productive forces developing in the womb of bourgeois society create the material conditions for the solution of that antagonism. This social formation brings, therefore, the prehistory of society to a close.

The Manifesto being our joint production, I consider myself bound to state that the fundamental proposition which forms the nucleus belongs to Marx. That proposition is: That in every historical epoch, the prevailing mode of economic production and exchange, and the social organization necessarily following from it, form the basis upon which is built up, and from which alone can be explained the political and intellectual history of that epoch; that consequently the whole history of mankind (since the dissolution of primitive tribal society, holding land in common ownership) has been a history of class struggles, contests between exploiting and exploited, ruling and oppressed classes; that the history of these class struggles forms a series of evolutions in which, nowadays, a stage has been reached where the exploited and oppressed class — the proletariat — cannot attain its emancipation from the sway of the exploiting and ruling class — the bourgeoisie — without, at the same time, and once and for all, emancipating society at large from all exploitation, oppression, class distinction, and class struggles.

Private property has made us so stupid and one-sided that an object is only ours when we have it – when it exists for us as capital, or when it is directly possessed, eaten, drunk, worn, inhabited, etc., – in short, when it is used by us. Although private property itself again conceives all these direct realisations of possession only as means of life, and the life which they serve as means is the life of private property – labour and conversion into capital.

In the place of all physical and mental senses there has therefore come the sheer estrangement of all these senses, the sense of having. The human being had to be reduced to this absolute poverty in order that he might yield his inner wealth to the outer world.

Social-chauvinism is advocacy of the idea of “defence of the fatherland” in the present war. Further, this idea logically leads to the abandonment of the class struggle during the war, to voting war credits, etc. Actually, the social-chauvinists are pursuing an anti-proletarian, bourgeois policy; for actually, they are championing not “defence of the fatherland” in the sense of fighting foreign oppression, but the “right” of one or other of the “great” powers to plunder colonies and to oppress other nations. The social-chauvinists repeat the bourgeois deception of the people that the war is being waged to protect the freedom and existence of nations, and thereby they go over to the side of the bourgeoisie against the proletariat.

In bourgeois society, living labour is but a means to increase accumulated labour. In Communist society, accumulated labour is but a means to widen, to enrich, to promote the existence of the labourer.

In bourgeois society, therefore, the past dominates the present; in Communist society, the present dominates the past. In bourgeois society capital is independent and has individuality, while the living person is dependent and has no individuality.

And the abolition of this state of things is called by the bourgeois, abolition of individuality and freedom! And rightly so. The abolition of bourgeois individuality, bourgeois independence, and bourgeois freedom is undoubtedly aimed at.

By freedom is meant, under the present bourgeois conditions of production, free trade, free selling and buying.

But if selling and buying disappears, free selling and buying disappears also. This talk about free selling and buying, and all the other “brave words” of our bourgeois about freedom in general, have a meaning, if any, only in contrast with restricted selling and buying, with the fettered traders of the Middle Ages, but have no meaning when opposed to the Communistic abolition of buying and selling, of the bourgeois conditions of production, and of the bourgeoisie itself.

You are horrified at our intending to do away with private property. But in your existing society, private property is already done away with for nine-tenths of the population; its existence for the few is solely due to its non-existence in the hands of those nine-tenths. You reproach us, therefore, with intending to do away with a form of property, the necessary condition for whose existence is the non-existence of any property for the immense majority of society.

I say that this contrast—"either with the British or with the German imperialists"—is wrong. It implies that if we make peace with the German imperialists we must fight the British, and vice versa. This contrasting suits those who are not breaking with their capitalists and bankers, and who accept any alliance with them. But it doesn’t suit us. We speak of our defending the alliance with the oppressed class, with the oppressed people. Remain loyal to this alliance, and then you will be revolutionary democrats. It’s no easy task. This task will not let you forget that under certain circumstances we shall be unable to do without a revolutionary war. No revolutionary class can rule out revolutionary war, or it will doom itself to ridiculous pacifism. We are not Tolstoyans. If the revolutionary class takes power, if its state keeps no annexed territories, and if no power is left to the banks and big capital, which is not easy to do in Russia, then that class will be waging a revolutionary war in reality and not merely in words. You cannot rule out this kind of war. That would mean succumbing to the Tolstoyan philosophy and to philistinism, forgetting the whole of Marxist science and the experience of all European revolutions.

The state protects capital, not people; it criminalizes resistance because every protest threatens the system that profits from war and oppression. As Rosa Luxemburg made clear, “socialism or barbarism” isn’t a slogan — it’s a material law of history: either the working class overthrows capitalism, or humanity is dragged further into decay and destruction.

The war profits being obtained by certain groups of capitalists are monstrously high, and contradictions are growing extremely acute. The smouldering indignation of the masses, the vague yearning of society’s downtrodden and ignorant strata for a kindly (“democratic”) peace, the beginning of discontent among the “lower classes"—all these are facts. The longer the war drags on and the more acute it becomes, the more the governments themselves foster—and must foster—the activity of the masses, whom they call upon to make extraordinary effort and self-sacrifice. The experience of the war, like the experience of any crisis in history,of any great calamity and any sudden turn in human life, stuns and breaks some people, but enlighten and tempers others. Taken by and large, and considering the history of the world as a whole, the number and strength of the second kind of people have—with the exception of individual cases of the decline and fall of one state or another—proved greater than those of the former kind 🔗

Imperialism is as much our “mortal” enemy as is capitalism. That is so. No Marxist will forget, however, that capitalism is progressive compared with feudalism, and that imperialism is progressive compared with pre-monopoly capitalism. Hence, it is not every struggle against imperialism that we should support.
