The most recent issue, there's been 5 after those two, is April 2023. It specifically says inside of it, "in consistent with Executive Order 13961" which is the most recent Executive Order it references which was 2.5 years ago, December 7, 2020, which is CIC Donald John Trump's EO titled the Federal Mission Resilience Strategy which outlines the support of the 2017 National Security Strategy and the National Essential Functions the 3 Branches of Government must perform to maintain a Constitutional Republic and Government. 

If "Joe Biden" was President...
