In January 2024, OCRA launched the improved Stellar Pathways Program, building off of previous reiterations of the Stellar Communities Program.  The Stellar Pathways Program is a multi-agency, multi-million-dollar investment initiative led by the Office of Community and Rural Affairs.

The program works with communities within a county boundary on a shared vision for community and economic development, promotes local and regional partnerships, and assists in implementing sustainable solutions to challenges facing Indiana’s rural communities. The Stellar Pathways program will provide resources for transformative quality of place, community, and regional improvements by:

• Enhancing Regional Planning
• Stellar Pathways, built on OCRA's extensive experience with Stellar Communities, Regional Stellar, and the Hoosier Enduring Legacy Program, is focused on accelerating regional planning. The program is designed to scale up local capacity while regional teams create holistic, collaborative plans for community and economic development.

• A Collaborative Approach
• The Stellar Pathways program embodies a spirit of collaboration, mirrored by State partners: the Indiana State Department of Agriculture, Indiana Housing and Community Development Authority, Indiana Destination Development Corporation, Indiana Department of Transportation, Indiana Department of Health, and Indiana Department of Natural Resources.
• Resource-Rich Partnerships
• Through these strategic partnerships, Stellar Pathways is poised to offer the necessary resources for transformative quality-of-place improvements. Participants will tap into time-tested community development strategies by leveraging existing assets to stimulate increased regional investment through state and local partnerships.
Any incorporated Indiana community of any size that are not entitled to direct Community Development Block Grant funding through the U.S. Department of Housing and Urban Development are eligible to apply in partnership with either a County Government or a non-profit County leader such as a community foundation or an economic development agency.

Warrick County Commissioners are facing criminal charges regarding their conduct as elected officials. The Court case has been referred to an adjacent County, Perry, for adjudication.

In this video, the Commissioners and attorneys, conduct a highly unusual one hour “explanation” of the allegations and provide “high fives” to each other of all the incredible accomplishments under their leadership, while simultaneously vilifying those that are alleging their wrongdoing. This video is nothing more than damage control. Some of these allegations are tied to E-REP funding and Dan Saylors appointment as the Warrick County representative of the E-REP Board of Directors, other complaints are affiliated with business entities closely connected to the elected officials.

A Warrick County resident has provided a copy of a penned summation being circulated and distributed by a private resident. It’s written under the pen name, Thom Payne.

All participants are innocent until proven guilty in a court of law. The Commissioners assert in the video the recent $100,000+ allocation for legal expenses is unrelated to their personal defense. The Thom Payne article has a different perspective.

When I watched that violent bullet strike my husband, Donald, I realized my life, and Barron’s life, were on the brink of devastating change. I am grateful to the brave secret service agents and law enforcement officials who risked their own lives to protect my husband.

We are all humans, and fundamentally, instinctively, we want to help one another. American politics are only one vehicle that can uplift our communities. Love, compassion, kindness and empathy are necessities.

And let us remember that when the time comes to look beyond the left and the right, beyond the red and the blue, we all come from families with the passion to fight for a better life together, while we are here, in this earthly realm.
