Agenda 2063: el África que Queremos

La Estrategia Regional Africana para la Reducción de los Riesgos de Desastre (RRD) de 2004 ha permitido avanzar hacia una gestión del riesgo de desastres más proactiva. No obstante, aún queda mucho por hacer.

Según la Comisión de la Unión Africana, el aumento de los daños y las pérdidas a causa de desastres observado en numerosos países se debe a que la reducción del riesgo de desastres no está integrada en la planificación del desarrollo y no se invierte lo suficiente en sistemas de alerta temprana.

Un mecanismo de alerta temprana eficaz permite prevenir o reducir el riesgo de que se produzca un desastre y minimizar sus consecuencias. De este modo, es posible abaratar y agilizar los procesos de recuperación, lo que a su vez contribuye a la resiliencia.

El Plan de Acción de la iniciativa de Alerta Temprana para Todos relativo a África está plenamente en consonancia con la Agenda 2063: el África que Queremos y con la Estrategia Africana sobre el Cambio Climático. Asimismo, respalda la agenda mundial 2030, en particular el Marco de Sendái para la Reducción del Riesgo de Desastres, el Acuerdo de París sobre el cambio climático y los Objetivos de Desarrollo Sostenible.

“África considera que una mejor vigilancia y comprensión del clima sirven como trampolín para obtener información climática que permita fundamentar la toma de decisiones, la planificación del desarrollo y la acción climática como tal. El continente ha establecido el logro de la 'sostenibilidad medioambiental y de economías y comunidades resilientes al clima' como uno de los objetivos de 'el África que Queremos' para 2063”, declaró la Excma. Sra. Embajadora Josefa Leonel Correia Sacko, Comisionada de Agricultura, Desarrollo Rural, Economía Azul y Medio Ambiente Sostenible de la Comisión de la Unión Africana.

Los cuatro pilares

El Plan de Acción de la iniciativa de Alerta Temprana para Todos relativo a África —al igual que la iniciativa a escala mundial— consta de cuatro pilares fundamentales, que se coordinan con el apoyo de los dirigentes políticos. Para cada uno de estos pilares, se ha elaborado una propuesta en la que se indica cuál sería un escenario de éxito, las medidas necesarias y las actividades previstas; asimismo, se plantean estrategias de ejecución y la coordinación desde el nivel regional hasta el nacional.

Conocimiento y gestión del riesgo de desastres: Este pilar está dirigido por la Oficina de las Naciones Unidas para la Reducción del Riesgo de Desastres, con el apoyo de la OMM.

Su objetivo consiste en recopilar datos y realizar evaluaciones de riesgos con el fin de aumentar el conocimiento de los peligros y las vulnerabilidades y sus tendencias. Esta mejora de los conocimientos en materia de riesgo de desastres, permitirá a África comprender y gestionar mejor sus vulnerabilidades, reducir el impacto de los desastres y aumentar la resiliencia de las comunidades para que puedan abordar más eficazmente los riesgos de desastre.

Abarca los siguientes aspectos: la identificación y la evaluación de riesgos; la recopilación y el análisis de datos; la participación y la educación de la comunidad; y el intercambio de conocimientos y las asociaciones.
