I. Key Principles of the Agreement and Negotiation Process

Full & unconditional ceasefire on land, sea, and air as a precondition for negotiations.

Confidence-building measures:
Return of deported Ukrainian children.
Exchange of all prisoners of war (“all for all”).
Release of all civilian hostages by Russia.
Non-repetition of aggression: Ensure lasting peace and security.
Security guarantees & international involvement: Invite international community to ensure implementation.
Sovereignty: Ukraine can choose its alliances (e.g., NATO), not obliged to remain neutral.

II. Next Step – Ceasefire & Leaders’ Meeting Agenda
Focus on:
Full & unconditional ceasefire terms and monitoring.
Confidence-building steps.
Structure of future leaders’ meetings.
Negotiations with U.S. and European participation.

III. Ceasefire
Duration: At least 30 days, extendable every 30 days.
Scope: Air, land, and sea.
Monitoring: Led by U.S., with third-country support.

IV. Confidence-Building Measures
After initial POW exchange, continue with full “all for all” exchange.
Return of deported/displaced children.
Release of all civilian hostages.
