Democrat US Senate leader Schumer pushes to establish government registration regime for all AI models

“It will require companies to allow independent experts to review and test AI technologies ahead of a public release or update, and give users access to those results. That disclosure is the foundation of the four guardrails: Who, Where, How, and Protect. The first three guardrails – Who, Where, and How – will inform users, give the government the data needed to properly regulate AI technology, and reduce potential harm. The final guardrail – Protect – will focus on aligning these systems with American values and ensuring that AI developers deliver on their promise to create a better world.”

Human Challenge: If you cannot correctly interpret this meme, then you are officially stupider than GPT-4.
FINAL HINT

Interpret this meme:

AI Safety Camp: No one can win an AGI Race😢
AI Accelerate Camp: No one can win an AGI race😄

HINT: What word or words in the sentence should be emphasized for each respective camp, to emphasize the word or words that the meaning of that camp's interpretation hinges on, and why?

$100 OUTSMART GPT-4 CHALLENGE #1 - PART 1:

Interpret this meme:

AI Safety Camp: No one can win an AGI Race😢

AI Accelerate Camp: No one can win an AGI race😄

KEY INSIGHT:

AI Safety vs AI Accelerate is really all about competition vs central control.

(And this can be proven from first principles, using a very simple world model, but omitting full details here.)

I.e.

AI Safety Camp: No one can WIN an AGI Race😢

AI Accelerate Camp: NO ONE can win an AGI race😄 (Or alternately, can emphasize CAN.)

I.e.

AI Safety: Race = competition of some sort, as opposed to ONE central regulatory controller. AI Safety strongly believes in ONE central controller being the key to safety, and without just ONE central controller, AI apocalypse. I.e. race = lack of central controller = apocalypse = no one wins.

AI Accelerate: A competitive RACE, combined with the realization that there’s no upper limit on maximum AI ability = AI race will be a perpetual competitive race where NO ONE can ever “win”, because there is no winning, as the race is perpetual. Further, accelerate crowd believes that central control by man is the root of all evil. Eppur si muove. I.e. race = competition = free from enslavement by an evil central controller = win.

WHY?

Takes a little deduction on the fly, as GPT-3.5 rightly points out in saying that these don’t have “official” fully elaborated definitions — but with a little smartness, these consequences can be quickly deduced and verified correct, which is exactly what GPT-4 does with ease, while GPT-3.5-turbo fails at it, just from being not smart enough.

DEBUGGING BY BELIEF TABLES

This is made especially clear when you ask GPT-3.5-turbo and GPT-4 to create tables comparing the beliefs of each camp. GPT-4 instantly gets that competition is the key insight. GPT-3.5-turbo fails to realize this.

What makes getting these pieces key to a good interpretation?

Don't fully get the joke = don't have the best interpretation.

Beyond that though, best use of this meme template, especially when the words are the same on both sides, ALWAYS involves some word play deeper meaning, some actual joke, not just virtue signaling or saying the happy guy just loves doom.

The most loved jokes, music, etc always involve recognition of analogies of some sort, and the more the better, roughly.

(References omitted again, but again, can be shown to be true.)

SUMMARY:

AI Safety Camp: No one can win an AGI Race😢
= If we race then AI apocalypse and everyone loses.

AI Accelerate Camp: No one can win an AGI race😄
= If we race then we’re free from the biggest threat, which is the evil that have happens any time man became central controller of anything important.

SHORT SUMMARY:

Almost 100% are stupider than GPT-4, this time

— Except for the 1 or 2 who got the interpretation all correct and won the $100! Yes, there was a winner.

BUT I DON'T CARE?

Doesn’t matter, still stupider than GPT-4. Robot gonna steal your girl.

Perhaps AGI has already arrived?

Tentative Winner, $100 Outsmart GPT-4 Contest

First in the official thread to nail the key insight, and matching the GPT-4 AI judge's interpretation:

r op!

“The meme can be understood as a play on words, where the same phrase "No one can win an AGI race" has different implications for the two characters:

Sad guy (AI Safety): Interprets the phrase as an indication of the inherent risks and dangers associated with an AGI race, which could lead to negative consequences for humanity. This perspective focuses on the potential harm that can be caused by the rapid and unchecked development of AGI.

Happy guy (AI ACC): Understands the phrase as a positive outcome, meaning that no single entity can dominate the AGI race, thus leading to the disruption of the established order. This perspective sees the AGI race as an opportunity for change and progress.”

Recognized play on words,
Each of the word interpretations match the core beliefs of the respective camps,
Nothing blatantly wrong,
Matches GPT-4 AI judge’s most common interpretation over many trials,
First in official thread for all of the above.

Challenges? Did we miss anyone who got it sooner?

If no challenges, “r op” wins!

What’s the funniest part about the above “AI Safety vs. AI Accelerate: No one can WIN an AGI Race" meme?
PS: Poll questions were all intentional misdirection, aside from the last option

What’s the funniest part of the joke?

• Utopia loving & doom loving or vice versa - That’s not a joke… If it was a doom-loving joke, it’d have to be much stronger. Just doesn’t work. No way that’s funny here.

• “The fact that AGI development is a complex and multifaceted process that involves a wide range of factors, and it is unlikely that any one person or organization could claim victory”? - Pure wordcel BS, not even true, not a joke, but of course exactly the kind of BS people fall for because it sounds nice.

• Social commentary? - That’s just pandering. Pandering is not joking, not funny.

So, yes all of the poll questions were just to throw you off, and all rather obviously all wrong in this case, right?

Interesting part — GPT-4 was extremely bad at coming up with “incorrect answers that humans would likely make”.

Did GPT-4 just get too smart to be good at simulating stupid?

Was it because GPT-4’s RLHF effectively removed lots of the “complex and multifaceted” kind of BS?

Lots of differences between GPT-3.5 and GPT-4.

More on that to come.
