This is what you are seeing and experiencing. This is why AHCCCS and DES in Arizona are now distributing Voter Registration Paperwork with their own Paperwork when people sign up for Medicaid, and other State Sponsored Health and Welfare Money.
It is Illegal for the Secretary of State to give Voter Registration Paperwork to Illegals and Non-Citizens (LPR). However, if the Forms are distributed through the Health and Welfare Departments, and the Illegals fill it out, send it back, and are placed on the Voter Rolls for the County and State, each individual now has to be caught doing so, and then Investigated/Prosecuted for Illegally Registering to Vote.
It's much like sending out Mail In Election Ballots to every Citizen in a Household, using old Voter Registration Records that have not been updated and cleaned out in years. Only now, the Voter Registration Records are being padded with Illegal Immigrants who are being provided with Welfare through AHCCCS and DES Agencies.
