While the streets of Belfast were ablaze with anti-immigration protests last week, behind the scenes a group of spies, spinners and soldiers were deploying the 'dark arts' to try to defuse tensions.
Its techniques range from planting stories in the media, using undercover operatives to lay flowers at the scene of terrorist attacks and even, in one case, sending a pop group to sing anti-extremist songs in Muslim schools.
The 22-strong unit was established in 2007 by the late Charles Farr, a former MI6 officer, as part of the Prevent counter-terrorism strategy.
Modelled on the Information Research Department (IRD), a propaganda unit established by the Attlee government in 1948 to blacken the names of communists and other political opponents, RICU operates out of the Home Office's Westminster headquarters.
When the mobs took to the streets of Northern Ireland last week following the stabbing of Stephen Ogilvie, allegedly by Hadi Alodid, a 30-year-old Sudanese asylum-seeker, RICU swung into action to advise the police in the province on how to 'control the narrative'.
⚡️ The source said that the unit had also been advising the police in Southampton following the horrific murder of Henry Nowak by Vickrum Digwa – who falsely claimed he had been racially abused and had acted in self-defence – saying: 'RICU made sure that the liaison team dealing with the family were well briefed.'
It has also been claimed that the unit intervenes to write statements by the families of victims of potentially racially linked incidents to stop them from inflaming tensions further with their remarks.
The source said: 'You can see their fingerprints all over the statements released by the families of victims in these volatile situations – they usually have a similar tone.'
However, RICU is regarded by many Whitehall insiders to be 'out of control', after last year putting its name to a Home Office recommendation that the police should record more 'non-crime hate incidents' – the controversial, sub-criminal measures used to inhibit people from making reference to matters of race, religion, sexual orientation or disability.
It has a long history of 'covertly engineering', in the words of one expert, 'the thoughts of people' at times of crisis, being quick to spring into action after terrorist incidents such as the London Bridge attacks in 2017. Eight people died when a van was driven into pedestrians on London Bridge and the three occupants ran to a nearby market and began stabbing people.
In the immediate aftermath of the atrocity, RICU's undercover operatives handed out flowers in the area, with the aim of perpetuating an atmosphere of 'grief' rather than anti-Muslim 'anger'.
A team in an unmarked van is also understood to have toured the area plastering the walls with posters bearing hashtags such as #TurnToLove, #ForLondon and #LoveWillWin.
Similarly, after the British aid worker Alan Henning was decapitated by Islamic State in Syria in 2014, RICU used a specially created 'front operation' to plant an image of a woman in a Union Jack hijab in the media.
However, according to Sir William Shawcross, who published a review of Prevent in 2023, the unit seems more keen to target the far-Right than extreme Islamists.
Sir William wrote: 'The bar for what RICU includes on Islamism looks to be relatively high, whereas the bar for what is included on the extreme Right-wing is comparably low.'
By way of illustrating his point, in 2023 the unit identified viewing habits which it believed indicate that someone could be susceptible to far-Right views. These included Michael Portillo's Great British Railway Journeys, The Thick Of It and Yes Minister, all on the BBC. Works by Shakespeare, Chaucer and Milton were described as 'key texts' of interest to 'white nationalists/supremacists'.

The screenshot comes from a pro-CRS site complaining about the turmoil since October. While it implies that only one employee is assigned, the source of this info (PDF) gives the number as 23.
There’s a claim that these employees are not being allowed to do CRS work. I’ll refer you to the DOJ’s reply from last month (PDF), which states:
“The Department has rescinded the CRS RIF and restored CRS operations, now carried out in more concentrated fashion under the Executive Office for United States Attorneys (EOUSA). And the Department has resumed the provision of many CRS services, albeit at lower volume.”
According to the DOJ, CRS services continue. We also know that they have staff and they have funding. You could certainly make the argument that the government is lying to the courts rather than misleading us. Whether you choose to believe in their benevolence is a personal decision.

A young woman from Germany vanished without a trace 11 years ago. Now, her name makes several appearances in the Epstein files. Her family wants to finally learn what happened to her.
Jonas says he doesn't remember exactly which day his sister disappeared. It was sometime in early September 2015, he says, when Michele grabbed her suitcase and left. She didn’t say where she was going or how long she'd be away, "but that was normal." Michele, 22 at the time, was always on the move, and she rarely told her family where she was headed. "That's why I didn't think anything of it," says Jonas, whose name has been changed for this story. Michele would turn up again – in a week, two at the most. That, he says, is always what happened when she left on a trip.
A month passed. Michele's family went to the police and reported her missing, but the officers said there was little they could do. Michele was an adult, they said, free to go wherever she pleased; an active search was only possible if there were indications that a crime may have been committed. The fact that she hadn't been in touch for weeks, even though she had always checked in before, wasn't enough.
The family reached out to Michele's friends, but nobody had heard a thing. Her mobile phone was broken and sitting at home. The police saw no reason to look any harder. A year went by. Then another.
Michele's parents and brothers didn't know what else to do, and at some point, they say, they had no choice but to hope she would resurface on her own.
In December 2025, the US Department of Justice began releasing documents from the criminal case against Jeffrey Epstein. The wealthy investor had abused women and minors over the course of many years and died by suicide in prison in 2019. He was well connected and moved in circles that included celebrities like Bill Clinton and Woody Allen. When the convicted sex offender was suddenly found dead in his cell, many Americans suspected a conspiracy.
And another name also appeared in the files: that of Michele. Along with a man who played a central role in Epstein's network.
This is the story of a young woman who dreamed of seeing the world – and who was swallowed up by it. A woman who may have crossed paths with people whose goal was to exploit her. There are few certainties, but what is clear is that for nearly 11 years, a family has been missing their daughter, their sister.
According to her family, Michele moved to Dubai for a time in 2012. She told her mother she had a job waiting tables there. Michele also told Annett about an encounter that may have shaped her future.
The Buddha-Bar in Dubai promises pan-Asian cuisine and "a food and drinks experience which will blow you away." Instagram photos show dark rooms and gold ornamentation. It was in this restaurant, according to Annett’s account of what Michele told her, that a man noticed Michele in 2012. He approached her – or so Michele told her mother. "He said he worked as a model scout and was always on the lookout for pretty girls." The man's name: Daniel Siad.
In the documents released by the US Department of Justice, Daniel Siad's name appears nearly two thousand times. He was in contact with the investor from at least 2009 onward. Siad would pitch women to Epstein, sending him their photos and measurements. In touting them, he used descriptions such as "amazing beauty" or "very polite." In one email, Siad described himself as a "fisherman" who catches women for Epstein – in France, Scandinavia and Eastern Europe.

Why it matters: America's future workforce and electorate are moving through schools strained by 20-year-low reading scores, teacher shortages and racial segregation at levels not seen since the 1960s.
The big picture: White (non-Latino, non-multiracial) student enrollment fell from 46.7 million in 2000 to 36.6 million in 2024.
Total school enrollment in 2024 was nearly 1 million below the 76.1 million enrolled in 2019 and almost 4 million below the modern peak of 79 million in 2011, according to the Axios review of census data.
Zoom in: The demographic shift is most visible in early childhood and K-12 education.
Higher education is the lone remaining sector where white students remain a majority (51.1%). This is likely to erode over the next decade as the more diverse K-12 pipeline ages into colleges and universities.
Between the lines: While Hispanic students enroll in all schools at high rates, college completion gaps remain significant: only 37.3% of Hispanic 20-to-21-year-olds are enrolled in college, compared to 53.9% of white students.
It's 78.6% for Asian Americans in the same age group.
