"Because many of the defense items shipped to Ukraine in 2022 never appeared in the quarterly inventory report, we assessed that many of these items were likely lost or destroyed in Ukraine or that the Ukrainian Armed Forces expended them in 2022 or 2023, when maintaining records of expended EEUM items by serial number was not a formal process," the audit report said.
The audit found that the number of Javelin missiles delivered to Ukraine dropped sharply after March 31, 2023, and omitted specific numbers as classified information. However, in its annual budget reports, the Pentagon lists how many Javelins it plans to buy. Those records match the audit report.
Figures from Pentagon budget reports showed that the number of Javelin missiles delivered by the US to Ukraine after 2022 has been cut by more than 70%.
The decline is likely due to the inability to quickly produce Javelin missiles in quantities that would satisfy both the needs of the Ukrainian Armed Forces and replenish the stockpiles of the American Armed Forces and fulfill contractual obligations to third countries. A report published by the US Congressional Research Service in September highlighted the vulnerability of the missiles' production.
"Some analysts have found that the Javelin missile's production life is among the longest in the U.S. military's precision-guided munitions portfolio," the congressional document says.
