We believe this change of process for the 2022 election cycle is beneficial to both communities and political parties because:
• It ensures communities within new election precinct boundaries have party representation – without this fix, there would have been areas lacking representation.
• Parties will receive additional PC slots in new election precincts (per A.R.S. § 16-821(A), 1 PC slot per election precinct with another slot per 125 registered party voters in that precinct)
• Using an appointed-as-elected process for the 2022 cycle ensures no candidate or party is disadvantaged by the abbreviated period to collect the appropriate number of signatures required for qualification for the ballot
◦ Statute (A.R.S. § 16-311) sets the filing period of March 7 through April 4, 2022. Counties who are required to add and modify election precincts due to changes in congressional and legislative district boundaries will not have the new election precinct boundaries finalized until midway through this filing period.
· The change in HB2839 also affords precinct committeemen more time to file; rather than be subject to the April 4, 2022 filing deadline, it is now April 18, 2022.
We recognize that in the rush to enact the emergency legislation in order to protect local candidates and petition signers prior to the beginning of the 2022 Primary Election candidate filing period this upcoming Monday, March 7th, that some confusion was caused by not mentioning A.R.S. § 16-821(A) (HB2839, section 4, page 6) in regards to the “appoint as elected” process for PC offices in 2022. It was always the intention of this legislation to ensure all communities and parties had a full and accurate representation and were not harmed by new election precincts; therefore, we can seek additional emergency legislation to put the clarifying language that PC offices will continue to be determined according to 16-821(A). The counties never intended to reduce PC offices and representation to only one per election precinct.

Regarding the debacle with the precinct committeeman being removed as elected PCs, I want you to know that many of us are quite upset at how this happened and will not move forward with anything else until it is fixed. It is my recommendation that the entire thing is repealed and repeated correctly this time. We will be meeting tomorrow to discuss.

🚨 PC ELECTIONS UPDATE 🚨
I just got out of a meeting with House Leadership. I’ve been pushing for a full repeal of this language all weekend.
Today, expect to see a FULL REPEAL of Section 4 from HB2839.
The section dealing with PC elections that was snuck into the emergency bill last week will be removed.
In my meeting with leadership today I also made it exceedingly clear that there must be accountability for this abhorrent breach of trust and legislative process. I will continue fighting for this in the coming days and weeks.
For now, expect the full repeal of HB2839’s Section 4 dealing with PC elections.
