The Arizona Senate just passed SB1048. It prohibits the mayor of a city or town or chair of a county board of supervisors (county BOS) the ability to close a business during an emergency. #AllBusinessLivesMatter

Bill Splitting Maricopa County Into Four Pieces Passes Out Of House Committee – Arizona Daily Independent

HB 2787 Provisions:

- Revises the boundaries of Maricopa County and authorizes the creation of three new counties, Hohokam, Mogollon and O’odham, and prescribes their borders.

- Stipulates that Maricopa County will continue full jurisdictional operation for Maricopa, Hohokam, Mogollon and O’odham counties until the election of the boards of supervisors in Hohokam, Maricopa, Mogollon and O’odham counties.

- Directs the boards of supervisors in Hohokam, Maricopa, Mogollon and O’odham counties to be elected at a special election within 120 days of January 1, 2023 and specifies that the supervisors will serve staggered, abbreviated terms until the next presidential election.

- Maintains that currently elected Maricopa County supervisors will continue in their elected capacity for the remainder of their term in the new county, if applicable.

- Asserts that control of existing special districts is assumed by the county where the special district is located and counties must enter into an intergovernmental agreement regarding control of the special district within one year of the board of supervisors election if the special district is located in more than one county.

- Instructs the elected boards of supervisors in Hohokam, Mogollon and O’odham counties to determine an application process for municipalities to apply to be the county seat which must be determined at a special election not more than 120 days after the election of the boards of supervisors.

- Authorizes Hohokam, Maricopa, Mogollon and O’odham counties to enter into a 10-year shared use agreement for the use of existing shared capital assets and directs the counties to divide fixtures, furniture and equipment on a pro-rata basis based on the items located in each county.

- Directs the Legislative Council staff to prepare proposed conforming legislation for consideration in the Fifty-sixth Legislature, First Regular Session. (Sec. 4) 9. Contains an effective date of January 1, 2023.

Dr. Shiva’s Audit of Maricopa County’s 2020 Ballot Images

Months after the audit of the Maricopa County 2020 election was completed, Dr. Shiva and his firm EchoMail finally received uncorrupted ballot images to analyze. In a presentation summarizing his results, Dr. Shiva highlighted several questions that emerged during the course of his audit:

1) Why wasn’t ballot image and cast vote record analysis the first step in the AZ audit? It could have saved millions of dollars and focused efforts on key areas, like signature verification and chain of custody, Shiva says.

2) EchoMail identified approximately 16K ballots that did not concur with Dominion’s pre- and post-adjudicated tabulation. The audit could have focused on these questionable ballots versus all 2.1M, Shiva argues.

3) Why are 6,835 modified cards missing? There should be a modified card for every ballot flagged for adjudication.

Dr. Shiva Is Conducting a Signature Verification Analysis of Maricopa County Ballot Envelopes

Toward the end of his ballet image audit results video, Dr. Shiva announced that he is also conducting a signature verification analysis to determine how many Maricopa County ballot envelopes had non-matching signatures.

Obama used signature verification to disqualify his 1996 Senate opponents, and a signature check is arguably one of the first steps the $9M AZ audit should have taken. As Robert Barnes explained, when it comes to absentee voting, a signature match is “the only method of checking to make sure that the person who cast their ballot [did so] in a constitutionally conforming manner.”

Dr. Shiva noted that he is performing the signature review “on his own time,” and expects to release his findings shortly.

Flashback: Sample of Arizona's Mail-In Ballots Found 11% of Signatures Did Not Match According to the Democrats' Own Expert

In December 2020, AZ Superior Court Judge Randall Warner ordered “that counsel and their forensic document examiners could review 100 randomly selected envelope/ affidavits [in Maricopa County] to do a signature comparison,” for the Ward v. Jackson case.

Approximately 11% of the ballots reviewed by team Biden had signatures that were deemed “inconclusive,” meaning the expert could “not testify that the signature on the envelope/ affidavit matched the signature on file.”

Another 100 ballots examined by the plaintiff’s expert, the Trump team, found 6% of the signatures were “inconclusive.”

Were this error rate to hold across 1.7M mail-in ballots in Maricopa County, it would represent roughly 100K - 190K votes or 10x - 20x Biden’s alleged statewide margin.
