Senate President Karen Fann Asks AG Brnovich to Open a Formal Investigation
“No private company should be trusted with the keys to our democracy. If a county doesn’t even have administrator passwords for its vote-counting machines, the county cannot properly monitor its own elections.
Elections officials must ensure that all evidence is preserved… The audit found that Maricopa County overwrote the entire activity log in its Election Management System. This was accomplished by churning more than 37,000 identical queries several days after the court ordered Maricopa County to produce its election materials to the Arizona State Senate. Maricopa County also failed to provide documentation sufficient to reconcile duplicated ballots to corresponding original ballots, refused to cooperate with the audit, and directed its vendors not to cooperate with the audit.
As the Senate enters that next phase, there are several items in the reports that merit the attention of your office.”

Thoughts On the Arizona Audit
Some people hoped that the AZ audit would provide evidence that hundreds of thousands of illegal votes were cast in the 2020 election. They expected to hear proof that Donald Trump won the election. The Arizona audit was never going to overturn the results of the national election. That wasn't the purpose of the audit.
If you're feeling disappointed, it's likely because you had unrealistic expectations.
The audit report delivered exactly what I had hoped for. The biggest takeaway was Ben Cotton's presentation of criminal conduct on behalf of those who operate Maricopa County's Dominion Election Management System. Cotton proved that the system connects to the internet, that it allows remote access, and that its anti-virus and security software has never been updated. Most importantly, Cotton provided evidence that the people running the system methodically and repeatedly deleted election data just prior to critical events that could have shown fraud.
Cotton's presentation was damning because Dominion itself runs the election management system. According to former Maricopa County Recorder Adrian Fontes, Dominion has offices in the Maricopa County Election Center and the county employs two full time Dominion contractors who manage the system. If Dominion manages the system, they will likely be the ones facing criminal prosecution.
The evidence presented yesterday should cause any county that uses Dominion Voting Systems to consider auditing their election. The fact that Cotton provided evidence of criminal conduct was icing on the cake.
An hour before the report was released, AG Brnovich issued a statement saying, “I will take all necessary actions that are supported by the evidence and where I have legal authority."
Brnovich has sufficient motive to prosecute those who broke the law. States that use Dominion systems now have an uphill battle if they intend to argue that an audit is unnecessary.

Summary of Dr. Shiva’s Ballot Envelope Analysis: 26K Questions
Pattern recognition expert Dr. Shiva analyzed the 1.9M early voting ballot return envelopes from Maricopa County. His report revealed a number of anomalies, including:
• 17,322 duplicate envelopes (34,448 envelopes from 17,126 unique voters) - since Maricopa County did not report any duplicates, it is presumed these duplicate votes were included in the certified tally
• a surge in duplicates during the last 6 days of counting — 25% of the duplicates (about 4,330) occurred between 11/4 - 11/9
• 2,457 more envelopes with an unidentifiable or missing signature; using just a single point of authentication (compared with a 27-point signature verification system reportedly used by Maricopa County), Dr. Shiva’s software rejected 4,499 envelopes versus 2,042 by Maricopa County
• a 60% decline in Maricopa County’s rejection 2020 rate from 2016, despite a 53% increase in the number of mail-in ballots
• 6,545 more unique envelopes reported by Maricopa County than Dr. Shiva received — note: Maricopa County only reported the number of ballots they looked at, not the number they received
• envelope images that appeared to have been digitally altered — “verified and approved” stamps were found behind the pre-printed graphics on some of the envelopes as if they had been “photoshopped.”
Combined, Dr. Shiva and Cyber Ninja’s reports point to more than 70K illegal votes.

The next step is the Judiciary Committee will meet to go over the results of the audit. They will then make a recommendation to the governor whether or not there should be a special session. Simultaneously, the Attorney General now has the audit and will begin investigations. As for the Senate, I am awaiting Communications for any kind of Caucus meeting for us to get together to discuss where to go from here, to include discussions of decertification / nullification.

Thoughts on the Arizona Audit Part 4 - Items Missing Or Not Mentioned
The report delivered to the Arizona Senate yesterday is not the final report on the audit. It could be considered an interim report. I say that because many things that were supposed to be turned over to the auditors were not. The list of items not turned over includes splunk logs, routers and network passwords. In addition, only a partial examination of election machines was permitted by the County. Maricopa County has prevented the examination of certain things, which causes me to wonder why. I suspect that the routers, logs and election machines were withheld because they contain the most damning evidence of criminal activity. Fortunately, these items will be turned over for review. At a later date, their contents will be summarized in an additional report to the Senate. (It's possible these items will be impounded by the Attorney General as part of his investigation and made available to the auditors for direct examination.)
You may have noticed that no mention was made in the public report of things like ballot folds and ballots printed on non-standard paper stock. There was no mention of how many voters received mail-in-ballots who did not request them or how many ballots were incorrectly adjudicated. These issues have been discussed previously, but they were not presented to the public yesterday.
We know for a fact there are additional findings from the audit, but for reasons we are not privy to, certain topics were not discussed publicly yesterday.
It's apparent that the audit team took steps to limit bad optics during the presentation of their findings. I would assume that certain matters were omitted from the public report to avoid giving critics things they could criticize. I believe that the matters that were omitted from the public presentation will be submitted to AG Brnovich for his investigation despite the fact that they were not mentioned in the public report.
This is not the end of the Maricopa audit. It is the midway point. It seems likely that more findings will be presented at a future time.

The same gov’t that sucks at running the USPS, VA, DMV, & that locked us down, closed our businesses & churches, and forced us into masks …is not miraculously the embodiment of efficiency & effectiveness when it comes to running elections.
In spite of Maricopa County’s obstruction the Senate found:
▪️~50k highly suspect ballots (4-5x Biden's vote margin)
▪️Horrendous cybersecurity practices
▪️Blatant violations of state law related to duplicate ballots
▪️Rampant bureaucratic incompetence
The legislature must immediately reclaim its constitutional authority over elections
In December I called for decertification of AZ’s election. In light of the audit’s findings, it is clear I was right to call for it then & we should still pursue it now
I will be continuing my work to secure our elections & am already drafting numerous bills, so that everyone can have confidence in AZ elections

Cyber Ninjas Could Not Confirm the Accuracy of 284K Votes
Buried in Volume III of the audit report, Cyber Ninjas notes that 263,139 ballot images were corrupted and another 21,273 were missing from the forensics images of the election equipment, which prevented the team from confirming the accuracy of the vote totals:
“It was impossible to confirm that the electronically recorded votes corresponded to the corrupted TIFF images. …It is possible that manipulation of the electronic vote totals occurred in the instances where the TIFF images are corrupted [or missing].”
The tabulators processed 1.3M votes from 10/20 - 11/1 without a single corrupt image.
Nearly 300K suspiciously corrupted/missing ballot images, evidence that the EMS was connected to the internet, and the deletion of the GE results database and thousands of security log files the day before the audit began make a compelling case for the cover-up of electronic vote manipulation.

“I have chosen to submit a 1487 complaint to the Attorney General's office asking for a formal investigation into the unanswered questions that were raised by the Summer audit preliminary report, as well as last Friday's final report.
Because this is a 1487 request, it is required by law for these questions to be investigated and answered within 30 days.
I did ask a multitude of questions, however, I believe we already have the answers that were obtained by the audit committee. It should not take the full 30 days, but it if does and takes longer, I will reissue a new 1487 to reset the clock for the more time-consuming issues. I am not satisfied with unanswered questions and unreported issues. I want to know what laws were broken, who broke them, and who will be held accountable.
Please see below a full list of what was asked of the Attorney General today. I look forward to his response.”

In order to call a special session of the Legislature, the AZ Constitution requires 2/3 of the Legislators to sign a petition. (Article 4, Part 2, Section 1) You can see we will need 4 Democrats in the Senate and 9 in the House. Without them, we cannot call the special session. That leaves us with section 3, where the Governor calls the session. Therefore, let's push for the Governor to call us in to address the illegal votes in the AZ 2020 General Election and to propose legislation that will pass in time for the 2022 primary to prevent the same thing from happening again.

Reviewing the bills I proposed from last session. A few minor bills were allowed to go through and made it to the House, where they died due to Speaker Rusty Bowers. I was able to get some things in the budget, but waiting to hear if they survived the court challenge. The rest of the most important election security bills died due to Sen. Ugenti-Rita not putting them on the Government Committee calendar. I will be revisiting all of them and resubmitted them, along with additional bills.
